OBLIGATIONS
The beneficiary must contribute with 3,000 RON of their own funds towards the total investment amount.
The beneficiary must be the owner of the property where the system is being installed and must have their residence at that address.
The beneficiary must not have any outstanding debts to the state or local budget.
The beneficiary must not have previously received funding for photovoltaic panels through AFM (Environmental Fund Administration).
The installed system must have photovoltaic panels with a minimum capacity of 3 kW and a battery with a minimum capacity of 5 kWh, according to the technical specifications.
The beneficiary must only install new equipment, which complies with the required standards and is certified by accredited organizations.
ELIGIBLE EXPENSES
Expenses for the purchase of the photovoltaic panel system with a minimum installed power of 3 kW.
Expenses for the purchase of the energy storage installation with a minimum installed power of 5 kWh, which will be installed together with the photovoltaic panels.
Expenses for the expansion of the photovoltaic systems installed from personal funds by installing a photovoltaic panel system with a minimum installed power of 3 kW, as defined in Art. 7, paragraph (1), letter v.
Expenses for the installation and commissioning of the systems/installations outlined in points a) to c).
VAT for eligible expenses.

Funding is granted in the amount of up to 30,000 lei for the purchase and installation of a photovoltaic panel system and an electricity storage installation produced from renewable sources, provided the beneficiary covers a personal contribution of 3,000 lei.
(1) The applicant is eligible within the program:
a) individual person;
b) religious institution, for the building designated as living space for clerical staff or a building where religious services are held and religious activities are performed.
Eligibility criteria for the applicant to obtain funding:
(1) The individual applicant is eligible if they meet all the following conditions at the time of registration in the application:
a) they are an individual with permanent residence or domicile in Romania;
b) they have no outstanding obligations to the state budget or local budget, according to the national legislation in force;
c) they reside at the address where the project will be implemented;
d) they are the owner of the building on which the photovoltaic panel system will be placed, as shown in the land book extract; if the photovoltaic panel system serving the building is placed on land, they must be the owner/hold a right of use for the land, as shown in the land book extract; an applicant whose ownership right over the building/land is provisionally registered in the land book is not eligible;
e) the property on which the project is implemented:
(i) is not encumbered with obligations in favor of a legal entity, unless it is encumbered with a mortgage, according to the land book extract;
(ii) the building’s destination is only for housing or annexes serving it, according to the land book extract;
(iii) is not subject to an ongoing legal dispute, any claims under a special law or common law, or an expropriation procedure for public utility purposes, according to the land book extract;
(iv) is not declared/registered as the registered office/tax office of an entity engaged in economic/professional activities; also, no economic/professional activities are carried out at the location where the project is implemented; by exception, the applicant may be eligible if they provide evidence of separate metering;
f) properties with common and individual ownership, in the form of a block/condominium with more than two individual housing units, are not eligible;
g) the applicant who has already benefited or will benefit from funding, based on a request approved by AFM, for the purchase of photovoltaic panel systems, under programs carried out by AFM, is not eligible;
h) co-owners or joint owners who have already benefited or will benefit from funding, based on a request approved by AFM, for the purchase of photovoltaic panel systems, under programs carried out by AFM, for a property listed in the same land book, are not eligible. Exception: in the case of applicants whose requests were approved, but funding was not granted due to a cause related to property transfer prior to AFM approval, successors/third-party acquirers of the property are eligible.
(2) The religious institution applicant is eligible if they meet all the following conditions:
a) they have no outstanding obligations to the state or local budgets, according to the national legislation in force;
b) the applicant who has already benefited or will benefit from funding, based on a request approved by AFM, for the purchase of photovoltaic panel systems, under programs carried out by AFM, is not eligible.
(1) Funding is granted in the amount of up to 30,000 lei for the purchase and installation of a photovoltaic panel system and an electricity storage installation produced from renewable sources, provided the beneficiary covers a personal contribution of 3,000 lei.
(2) AFM provides funding for the purchase and installation of a photovoltaic panel system that necessarily includes an energy storage installation produced from renewable sources. Projects that do not include the purchase of photovoltaic panels will be declared ineligible.
Eligible expenses under the program
(1) The following expenses are considered eligible:
a) expenses for purchasing a photovoltaic panel system with a minimum installed capacity of 3 kW;
b) expenses for purchasing an energy storage installation produced from renewable sources with a minimum installed capacity of 5 kWh, to be installed together with the photovoltaic panels;
c) expenses for extending the installed photovoltaic panel systems using own funds, by installing a photovoltaic panel system with a minimum installed capacity of 3 kW, according to the definition in article 7, paragraph (1) letter v);
d) expenses for installation and commissioning of the systems/installations mentioned in items a) – c);
e) VAT related to eligible expenses.
(2) Only expenses incurred after the funding approval by AFM for individual applicants, and after signing the funding contract for religious institutions, are considered eligible.
(3) In case AFM declares certain expenses ineligible, these will not be funded/not paid/recouped from the beneficiary or from the validated installer, depending on the responsible party.
(4) The approved funding value cannot be increased, and the beneficiary is obligated to complete the investment using their own funds.
Project eligibility criteria and technical requirements for the components of the photovoltaic panel system:
(1) The project is eligible if it aims to:
a) create a photovoltaic panel system for electricity production for personal consumption, with surplus energy being fed into the national distribution grid;
b) expand an existing photovoltaic panel system.
(2) For individual applicants, the project is eligible if it is implemented at the address listed as their domicile in the identity card.
(3) The project is eligible if its components are new.
(4) The program funds the installation of photovoltaic panel systems with a minimum installed power of 3 kW and an energy storage installation produced from renewable sources with a minimum installed capacity of 5 kWh.
(5) The photovoltaic panel system will have the following main components:
a) photovoltaic panels – with a total installed capacity of at least 3 kW;
b) storage installation – with a minimum installed capacity of 5 kWh;
c) inverter(s) (including hybrid inverter and microinverters) – minimum installed power of 3.0 kW;
d) support structure for the system – capable of supporting the entire system and adapted to the installation area;
e) DC/AC electrical panel – for connection to the existing installation;
f) grounding installation, optional, if the building lacks grounding;
g) lightning protection system, optional, if the building is not equipped with it;
h) smart meter, optional, if its function is not taken over by the inverter.
(6) The photovoltaic panel system will ensure, through one or more of its components, the following functionalities:
a) storing information on the amount of electricity produced for at least 1 year from the date of issuance of the connection certificate;
b) remotely collecting the information mentioned in a), as well as transmitting it through an open-source communication system;
c) compatibility with any free management system that will collect the transmitted data via an API data processor, identifying the data by serial number from the field to a database
(7) The components of the photovoltaic panel system will be certified by an accredited body according to SREN/ISO 17065.
(8) The components of the photovoltaic panel system must meet the following minimum conditions:
a) photovoltaic panels must:
– comply with mandatory standards – SREN/IEC 61215 and SREN/IEC 61730;
– provide a power degradation warranty – over 90% in 10 years and over 80% in 25 years;
b) the inverter must comply with the mandatory standard – SREN/IEC 62109;
c) the storage installation must meet the following minimum conditions:
– capacity: at least 5 kWh;
– technology: Li, Na, NiMh, LiFe PO4, gel, or equivalent;
– warranty: at least 5 years;
– number of cycles: at least 5,000.
