FINANCING
The guarantee ceiling value is maximum 5,000,000 lei per beneficiary.
The value of a guarantee for a factoring facility is maximum 750,000 lei.
The maximum guarantee percentage is 50% of the factoring financing value, excluding interest, commissions, and other related expenses.
The maximum value of grants that can be awarded is up to 800,000 euros/SME. The aid cannot exceed 120,000 euros for each enterprise operating in the fishing and aquaculture sector or 100,000 euros for each enterprise operating in the primary production of agricultural products.
Financing costs are in the form of GRANTS:
- 100% for guarantee costs, risk commission, and administration commission
- 50% for interest on the amounts advanced by the financier

ELIGIBLE BENEFICIARIES
Small and medium-sized enterprises that carry out economic activities, including companies regulated by Law no. 31/1990, republished, with subsequent amendments and completions, cooperative societies, authorized natural persons, individual entrepreneurs, and authorized family enterprises, as well as non-governmental organizations, associations, and foundations, agricultural cooperatives, and agricultural companies carrying out economic activities.
The beneficiary is eligible under the program if, at the time of requesting the granting of the factoring facility guaranteed under the program, it complies with Commission Recommendation C (2020) 4885 F of July 14, 2020, regarding the conditionality of granting public financial support to enterprises in the European Union for the lack of a connection with non-cooperative jurisdictions and cumulatively meets the following conditions:
- is not in difficulty within the meaning of the provisions of art. 2 para. 18 of Regulation (EU) No. 651/2014, with subsequent amendments and completions;
- is not in dispute, as a defendant, with the Ministry of Public Finance and/or the financier;
- does not have overdue credits in the last 6 months or if it has arrears in the Credit Risk Central Database, hereinafter referred to as CRC, they are categorized as A, B, and C;
- is not prohibited from issuing checks and does not have major incidents with promissory notes in the last 6 months in the Payment Incidents Central Database, hereinafter referred to as CIP, according to the provisions of Regulation no. 1/2012 of the National Bank of Romania on the organization and functioning of the Payment Incidents Central Database at the National Bank of Romania;
- is eligible according to the internal regulations of the financier;
- does not have active or suspended seizures on bank accounts;
- does not have outstanding tax obligations and other outstanding budgetary receivables managed by the central fiscal authority, as defined according to art. 1 point 31 of Law no. 207/2015 on the Fiscal Procedure Code, with subsequent amendments and completions;
- no decisions have been issued against them for recovery of state aid or, if such decisions have been issued, they have been executed, according to the legal provisions in force;
- ARE NOT ELIGIBLE for the granting of guarantees under the program, small and medium-sized enterprises in the sectors/fields: financial intermediation and insurance, real estate transactions, gambling and betting activities, production or sale of weapons, ammunition, explosives, tobacco, alcohol, except for wine and beer, substances under national control, plants, substances, and preparations classified as narcotics and psychotropic substances, leasing activities, investigation and protection activities.
FINANCIAL AID TYPES
- The program consists of granting state guarantees to each participating beneficiary in the program for recourse factoring financings, hereinafter referred to as factoring, granted by the financier, based on invoices, within a renewable financing limit, guaranteed by the state, through the Ministry of Public Finance, up to a maximum of 50% of the factoring financing value granted by the financier to the eligible beneficiary, excluding interest, commissions, and other expenses related to the guaranteed financing, with the possibility of extending the financing up to 3 times, for periods of up to 12 months.
- The guarantee ceiling value is maximum 5,000,000 lei per beneficiary, and the maximum value of a guarantee for a factoring facility, granted to the beneficiary for an assigned debtor, is maximum 750,000 lei.
- Small and medium-sized enterprises that have contracted guaranteed financings benefit from a grant within the limit resulting from the full value of the risk commission and the administration commission and the value resulting from applying a percentage of 50% to the interest value, but not more than the equivalent in lei of 800,000 euros per enterprise.
- For the agriculture, fishery, and aquaculture sectors, the following conditions apply:
- the aid does not exceed 120,000 euros for each enterprise operating in the fishing and aquaculture sector or 100,000 euros for each enterprise operating in the primary production of agricultural products; all amounts used must be gross, namely before deducting taxes or other fees;
- the amount of aid granted to enterprises operating in the primary production of agricultural products must not be based on the price or quantity of products introduced to the market;
- the aid granted to enterprises operating in the fishing and aquaculture sector does not fall within any of the categories of aid mentioned in art. 1 para. (1) lit. (a)-(k) of Commission Regulation (EU) No. 717/2014 of June 27, 2014, on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid in the fishery and aquaculture sector;
- if an enterprise carries out activities in several sectors subject to different maximum amounts, the enterprise concerned ensures, by appropriate means, such as separating accounts, that for each of these activities the corresponding ceiling is respected, and that, in total, the highest possible amount is not exceeded.
- The grant covers 50% of the interest value for a period of 8 months from the date of financing, and the guarantee costs are covered by the grant for the entire validity period of the guarantee, for factoring facilities granted until June 30, 2021.
- Increasing the guarantee ceilings can be done, after consuming at least 80% of the initially allocated ceiling to the beneficiary
