The grant must be between EUR 30,000 and EUR 100,000, representing a maximum of 90% of the total eligible expenditure.

The order for the approval of the de minimis aid scheme Digitization of SMEs, related to action 2.2.2 of the 2014-2020 POC, was published in the Official Gazette.

The objective of the scheme is to provide non-reimbursable financial support for the digitalization of SMEs in the 8 development regions of Romania. Under this scheme, all 8 Regional Development Agencies will be able to submit projects initially, and after they are approved and receive funding, the RDAs will become sub-administrators of the scheme. The next step will be the actual launch of calls for projects in which SMEs can apply.

ELIGIBLE COMPANIES
The de minimis scheme applies to undertakings operating in fields other than IT. Applicants must not have authorized activities in the following areas:

CAEN Code 2612 – Manufacture of other electronic components
CAEN Code 2620 – Manufacture of computers and peripheral equipment
CAEN Code 2630 – Manufacture of communications equipment
CAEN Code 6201 – Custom software development activities (customer-oriented software)
CAEN Code 6202 – Information technology consultancy activities
CAEN Code 6203 – Management activities (management and operation) of computing equipment
CAEN Code 6209 – Other information technology service activities
CAEN Code 6311 – Data processing, administration of web pages and related activities
CAEN Code 6312 – Activities of web portals
CAEN Code 7211 – Research and development in biotechnology
CAEN Code 7219 – Research and development in other natural sciences and engineering
ELIGIBLE EXPENDITURE:

Expenses related to the acquisition of ICT hardware and other related devices and equipment, including installation, configuration, commissioning costs, justified in terms of project implementation. Furniture elements that are not related to the operation of computer products / applications implemented through the project are excluded;
Expenses related to the realization of the LAN network necessary for the implementation of the project;
Expenses related to the acquisition and / or development and / or adaptation of software applications / licenses necessary for project implementation, configuration and implementation of databases, migration and integration of various existing data structures, including RPA software automation solutions, respectively Robotic Process Automation;
Expenses related to the acquisition of a company presentation website, including domain acquisition and server hosting;
Expenses related to the acquisition / rental of a new domain name;
Expenses related to the purchase / rental of the electronic signature solution;
Expenses for switching archives from analog / folders / paper to digital indexable;
Expenses related to the purchase of specific computer applications for people with disabilities;
Expenditures related to the acquisition of information technology solutions for electronic commerce;
Expenses related to the acquisition of cloud and SaaS services, respectively Software as a Service;
Expenses related to the purchase of hosting services, including all types of hosting services, except for reseller packages;
Expenses related to the acquisition of services for strengthening cyber security applicable to software / hosting / networks;
Expenditures related to the acquisition of consulting services for the elaboration of the necessary documentation for the preparation of the proposed project for financing and / or project management, including the elaboration of the necessary documentation for the project implementation;
Expenses related to the training of the personnel that will use the implemented / purchased products and of the personnel that will ensure the maintenance;
Procurement activities of intermediate / final audit services, financial, according to national regulations, and technical, from the perspective of POC correspondence;
Consulting / analysis services to identify the technical solutions that SMEs need.
